Government Prepares New Regulations

Information Technology Minister Shaza Fatima Khawaja shared details about the government’s plans in a written reply to the Senate.
She said the Pakistan Space Activities Regulatory Board has prepared draft Satellite Communications Regulations.
Meanwhile, the Pakistan Telecommunication Authority has developed a Fixed Satellite Services licensing framework.
The government now aims to establish a clear regulatory system for commercial satellite broadband services.
Starlink Receives Provisional Registration
The government has already taken steps to bring international satellite operators into Pakistan.
Authorities granted provisional registration to Starlink, a SpaceX subsidiary, in March 2025.
The registration allows the company to plan ground infrastructure and complete regulatory requirements.
However, Starlink must meet further requirements before launching commercial services in Pakistan.
Other Operators Show Interest
Several other satellite companies have also approached Pakistan’s regulators.
The Pakistan Space Activities Regulatory Board said OneWeb has expressed interest in registration.
Shanghai Spacecom Satellite Technology has also contacted the regulator. Sateliot has similarly approached authorities about entering the market.
The interest from multiple companies could increase competition in Pakistan’s satellite broadband sector.
Project Kuiper Plans Pakistan Launch
Amazon’s Project Kuiper has separately expressed plans to launch satellite broadband services in Pakistan.
The company aims to begin services by the end of 2026.
Project Kuiper also plans to establish ground infrastructure in Pakistan. This infrastructure could include gateways and points of presence.
Such investments could improve connectivity in underserved areas. They could also create new opportunities for Pakistan’s technology sector.
Framework Targets Investment and Transparency
The proposed licensing framework aims to follow international best practices.
According to Shaza Fatima Khawaja, the system will also support a transparent and investment-friendly environment.
Clear regulations could encourage more satellite companies to enter Pakistan. In addition, multiple operators could provide another source of broadband capacity.
