ISLAMABAD: Meta is set to charge Pakistani businesses significantly higher rates for WhatsApp Business utility, authentication and service messages from October 1, 2026.
Under the new pricing structure, businesses in Pakistan will pay $0.015 per message in these categories. In comparison, the rate in India will be $0.0014.
This means Pakistani businesses will pay about 10.7 times more than Indian businesses for the same type of WhatsApp message.
Pakistan’s rate will also be higher than the rates listed for several other regional markets.
| Country | Utility, Authentication and Service Rate |
|---|---|
| Pakistan | $0.0150 |
| India | $0.0014 |
| Sri Lanka | $0.0020 |
| Nepal | $0.0034 |
| Bangladesh | $0.0037 |
| Iraq | $0.0079 |
Pakistan will have the highest domestic rate among the markets listed for these three message categories.
The Pakistani rate is also almost twice Meta’s general “Other” market rate of $0.0077.
Free Messaging Rules to Change
The new pricing will also end free service messages and utility template messages sent within WhatsApp’s 24-hour customer service window.
However, Meta will provide 1,000 free service messages per business phone number each month.
The pricing change could affect businesses that rely on WhatsApp for routine customer communication. These include order updates, billing alerts, customer support and authentication messages.
Meta’s rates for other message categories also vary across the markets.
| Market | Marketing | Utility | Authentication | Auth. International | Service |
|---|---|---|---|---|---|

| India | $0.0118 | $0.0014 | $0.0014 | $0.0304 | $0.0014 |

Higher Costs for Pakistani Businesses
The impact could be substantial for businesses sending large volumes of WhatsApp messages.
For example, a business sending 300,000 messages per month would pay $4,500 in Pakistan at the new rate.
The same volume would cost $420 in India and $600 in Sri Lanka.
| Scenario | Monthly Volume | Rate | Monthly Cost | Annual Cost |
|---|---|---|---|---|
| Before October 1, 2026 | 300,000 | Free | $0 | $0 |
| Pakistan’s new rate | 300,000 | $0.0150 | $4,500 | $54,000 |
| India’s rate | 300,000 | $0.0014 | $420 | $5,040 |
| Sri Lanka’s rate | 300,000 | $0.0020 | $600 | $7,200 |
The higher charges could raise operating costs for Pakistani companies that depend heavily on WhatsApp for customer communication.
The change may also affect how businesses manage routine service messages and could make high-volume WhatsApp communication more expensive in Pakistan.
