Shaheen Energy, China’s Anton Oilfield Plan Rs20 Billion Investment in Pakistan

ISLAMABAD: Shaheen Energy (Pvt) Ltd (SEPL) and China’s Anton Oilfield Services Group have signed a memorandum of understanding (MoU) to explore investment opportunities in Pakistan’s gas sector.

The companies plan to invest around Rs20 billion over the next three to five years. According to Shaheen Energy, the programme will target opportunities created by Pakistan’s gas-sector reforms.

In particular, the investment will focus on the domestic gas market and upstream projects, including engineering, procurement and construction (EPC) work.

Pakistan’s 35% Third-Party Gas Sale Policy

Under the amended Petroleum (Exploration and Production) Policy 2012, exploration and production (E&P) companies can sell up to 35% of their share of pipeline-specification gas to third-party buyers.

However, buyers must hold a licence from the Oil and Gas Regulatory Authority (OGRA). They must also purchase the gas through a competitive process.

The government introduced this policy amendment through a statutory regulatory order in 2024. Since then, the framework has created new opportunities for private investment in Pakistan’s gas sector.

Moreover, the changes give eligible gas producers greater commercial flexibility. They also encourage investment in gas processing, transportation and supply infrastructure.

Shaheen Energy’s Gas Processing Operations

Karachi-based SEPL develops and operates low-pressure gas facilities. These facilities process natural gas and flare gas for commercial use.

The company specialises in gas cleaning, purification, dehydration and compression. These processes prepare gas for supply to industrial and commercial consumers.

Through the proposed partnership, SEPL and Anton Oilfield Services Group aim to explore new business opportunities in Pakistan’s evolving gas market. Their planned investment could support further development of the country’s gas infrastructure over the next three to five years.
