The federal government is preparing a Rs. 450 billion-plus upgrade for the Rohri-Multan section of ML-1. The move follows 399 failed attempts recorded on the section over the past 10 years.
Planning Minister Ahsan Iqbal said railway modernization remains a government priority. He made the remarks while chairing a meeting on project financing.
Government Explores Funding Options
The Rohri-Multan section will cost more than Rs. 450 billion, according to initial estimates.
The government is examining several ways to finance the project. These include development funds, foreign financing, public-private partnerships, local bank financing, and domestic capital markets.

Officials also informed the meeting about the poor state of existing railway infrastructure.
The network recorded 158 other train accidents during the past 10 years. These incidents highlighted the need for major upgrades.
Independent Study for Rohri-Multan Upgrade
Iqbal directed authorities to commission an independent feasibility study for the Rohri-Multan section.
The study will examine the project’s technical, financial, and economic viability. It will also recommend a suitable financing model.
Iqbal said work on the Karachi-Rohri section will begin during the current fiscal year. The Asian Development Bank will support financing for that project.
Integrated Railway Modernization Plan
The Planning Minister also asked the Ministry of Railways to assess future equipment requirements.
The ministry will examine the need for new locomotives, freight wagons, and passenger coaches. It will include these requirements in an integrated railway modernization plan.
Iqbal described ML-1 as critical for improving passenger and freight transport. He said the project could also support trade and wider economic activity.
The minister also called for alternative financing options. He noted that reductions in the development budget continue to affect major projects.
